Understanding the Eligibility Options for Papers 1 and 2

Introduction

With the NEP 2020 setting the vision, staying attuned to the latest updates and standards is not just desirable but essential.

With each iteration of the CTET exam, the criteria evolve to reflect the evolving demands and nuances of the teaching profession.

The recently concluded application process for the July 2024 CTET examination has updated the eligibility criteria for appearing for both Papers 1 and 2.

In this article, I shall be looking at these eligibility criteria in detail

Background

To understand all these criteria, you need to be aware of some background

The CTET is conducted by the CBSE but it is mandated by the NCTE.

Even now, in India, there is no uniform teacher training course. In fact, many states do not require a teacher to have any knowledge of pedagogy. It is assumed that if you know the subject - you can teach it.

So, what is the role of the NCTE here? The NCTE was established in 1993 to regulate teacher education and this is the body which tells us who is that student who has completed teacher training and thus is a master of pedagogy.

There are 2 main events you should know of.
In 2002 - NCTE through its Gazette known as the Recognition Norms and Procedures granted recognition to some courses as being equivalent to the Diploma in Education (D.Ed.) - now renamed as the Diploma in Elementary Education (D.El.Ed.) and the Bachelor's in Education (B.Ed.) These have been revised from time to time through notifications but the origin remains the same - the 2002 Gazette.
In 2023 - The Supreme Court ruled that B.Ed. students cannot apply for the post of a primary teacher.

Thus the January 2024 CTET exam saw a major change. Earlier B.Ed. students could appear for both Paper 1 and 2 but from January 2024, if you didn't have a D.El.Ed., you couldn't apply for Paper 1.

Broad Eligibility Norms 

To be eligible for the CTET you have to qualify in 2 areas - Content Knowledge (WHAT you will teach) and Pedagogy or Teacher Training (HOW you will teach).

I have explained this in detail in my article here Are you Still Eligible for Paper 1? but to summarize it very very broadly:

Primary Education is to be taught by teachers whose minimum content qualification is Class 12 (with minimum 50%) and teacher education is the 2 Year Diploma in Education (D.El.Ed) and
Secondary Education is to be taught by teachers who are minimum Graduates (with 50% or more) and have a Bachelor's degree in Education (B.Ed.)

Let's look in detail at the Eligibility Options given for the July 2024 CTET Application process. I have added my notes in the form of helpful explanations wherever I felt it would throw more light.

Eligibility Options for Paper 1

Option 1 - A minimum of 50% in Class 12 and one must have passed or be in the final year of the 2 Year Diploma in Elementary Education (D.El.Ed.) 

This would be the most common option chosen by all D.El. Ed. students

Option 2 - A minimum of 45% in Class 12 and one must have passed or be in the final year of the D.El.Ed. course as per the 2002 norms as updated from time to time. 

Note: The 45% in Class 12 corresponds to the old eligibility criteria that some of the older teacher training course had. 

Option 3 - A minimum of 50% in Class 12 and one must have passed or in the final year of the 4 Year Bachelor's in Elementary Education (B.El.Ed.)

Option 4 - A minimum of 50% in Class 12 and one must have passed or in the final year of D.El.Ed. (Special Education)

This option are for the students of Special Education.

These are the only four options available for candidates applying for Paper 1. 

Note that to apply for Paper 1, one has to either completed D.El.Ed. or be in the final year i.e. Semester 3 or 4. There is no option for those who are 'pursuing' D.El.Ed. aka - the first year students.

Eligibility Options for Paper 2

Let's move on the the options given for Paper 2. There are a mindboggling 15 options and so I shall first present the options and also my commentaries on each. What comes to light are:

  1. Any student 'pursuing' B.Ed.' or its equivalent can also apply for Paper 2 and
  2. CBSE is making an effort to categorise Paper 2 applicants based on their higher education qualifications

Option 1 - A Graduate and one must have passed or be in the final year of the 2 Year Diploma in Elementary Education (D.El.Ed.)

Note 1: The marks for graduation is NOT specified in this option and thus, the minimum requirement for 50% can be disregarded. This option woul be very 

helpful for those students of D.El.Ed. who wish to teach at the Secondary level too.

Note 2: This particular candidate can also appear for Paper 1

Option 2 - A minimum of 50% in graduation or post-graduationand one must have passed or be appearing in the final year of B.Ed.

Note: This will be the most common option as ALL B.Ed. students are graduates and some may be post graduates too. 

Option 3 - A minimum of 45% in Graduation and one must have passed or be in the final year of a Course recognised as equivalent to B.Ed.

This is in accordance to the 2002 Recognition from NCTE

Option 4 - A minimum of 50% in Class 12 and one must have passed or be in the final year of the 4 Year B.El.Ed.

The Bachelor's in Elementary Education (B.El.Ed.) is a 4 year programme which is offered by many Universities and one can join it after completing Class 12. It enables one to teach from Classes 1 to 8.

Option 5 - A minimum of 50% in Class 12 and one must have passed or be in the final year of the 4 Year B.A.B.Sc. Ed. or B.A.Ed./B.Sc.Ed.

These are the 4 year integrated courses taken up after Class 12 which is both a graduation in an Arts or Science subject as well as in Education

Option 6 - A minimum of 50% in graduation and one must have passed or be in the final year of B.Ed. (Special Education)

This will be the common option for the students of Special Education.

I have taken up this option separately because THIS was the GAMECHANGER

Option 7 - Candidates pursuing ANY teacher-education course as long as it is recognised by the NCTE and the RCI.

Note 1: No minimum marks have been indicated for either Class 12 or Graduation here but it is assumed that if one is pursuing an NCTE or RCI approved teacher-education course, the required minimum marks would have been attained.

Note 2: A first year B. Ed. student can use this option to apply.

Option 8 - A minimum of 45% in one's post-graduation and one must have passed or be appearing in the final year of the 3 year integrated B.Ed.M.Ed. course

This option is mainly for the the students of the integrated B.Ed.M.Ed. course

Option 9 - A Graduate and one who has passed or is 'pursuing' D.El.Ed.'

Note 1: The minimum marks for graduation is NOT mentioned here

Note 2: One need not be in the final year of D.El.Ed. Even the first years can apply as long as he/ she is a graduate.

Option 10 - A minimum of 50% in graduation or post-graduationand one must have passed or 'pursuing' B.Ed.

Note: Compare this to Option 2 where only final year students could apply. As per this option, even first year B.Ed. students can apply.

Option 11 - A minimum of 45% in graduation and one must have passed or pursuing B.Ed. as recognised by the 2002 Recognition norms

Option 12 - A minimum of 50% in Class 12 and one must have passed or is pursuing the 4 Year B.El.Ed.

Technically, a Sem 1 student of B.El.Ed. can apply via this option. However, the best case use of this option would be if a third year B.El.Ed. student (Sem 5 or 6) would like to appear for the exam as by this time, the student would have enough knowledge of pedagogy to attempt the CTET.

Similarly Options 13, 14 and 15 are aimed are catering to the students who are pursuing the 4 Year Integrated B.A.B.Sc. Ed., the B.Ed. (Special Education) and the 3 Year Integrated B.Ed. M.Ed. Courses

Conclusion

Though it looks confusing, the application process for CTET is getting very streamlined and the NCTE and CBSE see to be profiling teachers and future teachers in accordance with the NEP 2020 vision.
